Comments on: koto ga dekimasu – Can do something

Is there a difference in the particles when using a subject as opposed to a noun. (apologies for romaji, I do not have a Japanese keyboard setting)
Are these examples correct,
1 – (subject) watashi ga oyogu koto wa dekimasen
2) (noun) nihon riyouri wa tsukuru koto ga dekimasen
